It is identified as a menu when you "import as menu." If the contents aren't right, it just doesn't work correctly!
The layer names are fine as long as you get the prefixes correct - the Image may be NSFW.

You link by having buttons on each one to navigate as you wish. E.g. on the main menu, you have "Scenes" which goes to Submenu 1 and submenu 1 has a button "More Scenes" that goes to Submenu 2. Each submenu has a button for "Main menu" etc.
Edit: Sorry: I thought my adding the "open parens, plus sign, close parens" in html got around jive converting it into the plus symbol above. Hope you got the idea!
