Just for future readers, the templates for PRE are located at "C:\Program Files (x86)\Adobe\Adobe Premiere Elements 7.0\Movie Themes", and then subfolders from there.
For example, my favorite, the newsreel template is at "C:\Program Files (x86)\Adobe\Adobe Premiere Elements 7.0\Movie Themes\Style\News Reel"
And within folder, there are a mixture of assets. Most I can figure out (png, mpg, mp3). The one I don't recognize has an extension of "mvth", which I'm guessing stands for "movie theme". And which I'm also guessing is the secret sauce that ties all of these assets together.
I tried importing the newsreel_s.mvth ("Newsreel standard screen movie theme"?) and Encore gave me a big ol' raspberry. Image may be NSFW.
