button highlights

Hi , now this may be a stupid question, when I have two or more buttons on a page, the selected button goes light and the others stay black, now with more than two it's abvious which to press but with two, I would expect the selected one to be darker, or is this normal behaviour. or is there a wat to reverse this so the selected one goes black
