For such short videos, export from your editing application as MPEG2-DVD using CBR (not variable rate) using the maximum video datarate you are comfortable with. Some users who are providing disks to clients with older equipment worrry about going over 7 or 8. Others will go up to 9. Use only top quality DVD disks (Taiyo Yuden, Falcon Pro) and burn at the lowest speed for your burner/disk combination.
Some jumpines is caused by factors unrelated to datarate (e.g. field order etc)
Find a short section with the most challenging action, and test using that.
