I assume you have not successfully built a DVD from Encore yet?
Close and reopen Encore. Create a new Encore project. Add two menus from the library. Delete all the buttons except one on each menu. Link them to each other.
Change the build setting to a DVD folder (rather than disk or image). Build. Did that work?
In Premiere Pro, select a short section of your sequence. Export it to MEPG2-DVD (set it to export just the work area). Create a new Encore project. "Import as Timeline" that exported file. Set it to first play. Set the end action to "Stop." Ignore the warning that no title remote is set. Build to DVD folder.
