Can't add more than 19 menu buttons

Hello all,

I have a project that need to have 19 buttons on a menu.  I can add the buttons, but when I try to select them using a standard DVD remote I can't get beyond the 19th menu item.  If I use the simulator and a mouse I can select the buttons, but not the remote on a player.   I have rebuilt the menu twice now, in different orders, but can't get past the limit.

64 GB of memory
