What you need is scripting, which Encore does not provide. I would play with putting each video on its own timeline. Use multiple menus to branch. Use 4:3 menus even if the videos are 16:9, so you can...

Is the highlight the flags? The menu viewer is set to show selected highlight picture, so that would be right.

No, the highlighting is supposed to turn the letters cyan, although the menu viewer shows it as a brown color. The original text is black at 80% opacity.

If you made changes to the "Menu Color Set," then look there for the issue. If not, change the color set in the menu properties to "Automatic" and see what that does.

I switched the color back to automatic, which made the color show up properly, but when I preview the menu, the play button does not highlight, and the B2B News button only highlights in the upper left...

So I replaced my photoshop buttons with some smaller ones with arrows from Encore. Now that I know they will highlight towards the middle of the screen, I was able to readjust my menu to make them...
