When I removed the DVD-ROM content from the build it worked. Don't ask me why....Encore should not even care what is going into the "DVD-ROM Conten" folder.

Try then to transcode from Pr with Multiplexer set to None. You'll get separate audio and video files. You'll have to create a new timeline in En and add the audio and video files from Pr to it and...

I cannot see the detail in one of your images. But try this. Select a TIMELINE. In the properties, set the "menu remote" to last menu. Now try the "return" and other buttons.
