Did you transcode before building? If not, try that. If that does not work, export from Premiere as MPEG2-DVD, and import the resulting m2v/wav files as timeline. In other words, skip the dynamic link...

Ideally you should be creating BD compliant assets outside of Encore. Give that a whirl and this problem becomes irrelevant.
