Lots of possibiities. Is your timeline asset transcoded? (Look in project panel under DVD Transcode Status.) Are you using dynamic link?

Right click the "asset" (the PR sequence, not the timeline), and pick "transcode now." Do you get the "encode failed"? (My guess is that you will, but it is always easier to troubleshoot build problems...
