What bitrate are you actually using? (520/240 = 2.16667; are you using 2.1?) Are you transcoding them before importing to Encore? If so, does Encore show them as "do not transcode"?

Export from Premiere using the MPEG2-DVD format. Change the bitrate as you need. You will get two files, m2v and wav. The m2v should show "do not transcode" in Encore.

Your menus will look terrible if you don't use menus that are HD. The SD menus you've used are fine for DVD; not for Bluray. By "titles," do you mean the actual movies? If so, an upscaling player is...
