Is the PROJECT type set to bluray? What I see is not normal; I wonder if it is transcoded for bluray (can't see that setting in the screenshot). But I don't think so. Create a new (test) DVD project...

It's the same thing as last time: I added more width to the screenshot so you could see more information. You can see it's set to transcode for DVD.
