I downloaded it out of the cloud, it extracted and it went to install, it warned me of potential conflicts with my CC products.

Alas, nothing is working. I recreated a DVD menu using SD blank, even doing them 4:3 in addition to 16:9. The best result I get is importing the background photo as a PSD file. I brought the PSD in as both a menu and an asset. The Menu import stands by itself for placing buttons, and the Asset form I drop onto a blank SD menu. I'm using a simple project (just 2 buttons) for this experimental endeavor.
With the PSD file: PSD by itself, button 1 is OK but button 2 has the shrink/expand phenomenon. With the PSD file dropped onto the blank SD menu: button 1 does the shrink/expand but button 2 is OK.
I sure have burned up a lot of DVD disks. Good thing they are cheap. Maybe I'll use them as clay pigeons and try to get my shotgun eye back into shape.
I am coming to the conclusion that I'll just have to live with this problem.
If you got any ideas that might shed some light on this complication, I sure would appreciate them.

If i export using those settings it comes in as expected in a DVD NTSC project, iow Don´t Transcode. The settings i used are based on the NTSC 23.976p Wide preset. I only changed the Quality slider and the bitrate and set it to CBR.
So when you set up a new Encore project, make sure to create a Encore NTSC project since the file i got requires to be transcoded in a Encore PAL project.
As Stan, i want to look at your export settings.

Thanks for your response. It was enough to trigger a thought and consequent test which resulted in success.
It was simply a variation in GOP settings that was enough to trigger a re transcode. I had the end GOP setting to 15 (as for 29.97) instead of 12 (for 23.976). This change made all the difference.

Can you specify what you mean with "...when a button is activated". (There is a function named Auto Activate in Encore, hence the question.)
I have not seen the issue you describe and am sure that there is a mis-match in the project that creates this. If you can, create a simple project that have this issue and zip it and upload it so i can test it. Iow, the Encore project file Projectname.ncor and the folder named Projectname.

Create layers that toggle on and off?
Is it possible to create a layer that can be toggled on and off? If so, how? I'm trying to create a work out dvd with a countdown clock that can toggle on and off if they choose. Is it also possible to do this with audio? ie- create a button the allows the viewer to mute music while still hearing the dialogue.

Not really a toggle for the clock. You'd have to have separate videos, one with the clock and one without, and that takes extra space on the disk. You can have subtitles (in addition to closed captions - separate function), but that is only text, no count down. And with 2 videos, you can't switch to the same point in the second one - it is one or the other.
Of course, you could have multiple chapters and do chapter one with the countdown, and chapter 2 without.
Audio, think "director's" track. Each audio has to have all you are playing, so Audio one is music only; Audio track 2 is dialogue and music. You can select either track (so has the effect of muting the dialogue), and you can switch to a menu and select the audio track, and resume the video where you were.

activate a button: The DVD is in the set top box on the TV, the menu comes up on the TV screen with all the buttons listed that take you to whatever video/slideshow you want. Then I use the remote control device to navigate to the button I want. Then I activate the button to take me to the desired video. That's when the DVD Menu shrinks then expands prior to going to the selected video. The Blu-ray menu is fine, never experiencing this problem.
I'll cut down one of my projects and send it to you. I've never created a zip file, nor have I ever sent one. Therefore, I would appreciate a detailed, step-by-step set of instructions on how to do this.
I work on a Mac.

There is a folder with the same name as the .ncor file. On PC, you would just right click on that folder and pick "zip" or the like. See if you have that option. Then you send the .ncor file and the zip file.
If that does not work for you, right away, it might be helpful to just send the menu files. In EN, select a menu, then Menu -> Save As File. Repeat for each menu you want to send. Then send the file(s).
Edit: The problem may show in the menus, or it may require the whole project.

Intermittent Audio Sync Issues
I have created 8 DVD's using the latest version of Encore CC:
- Created Video in Premiere Pro CC (Latest Version)
- Progressive 4k video timelines
- Exported to Media Encoder Queue as CBR using the MPEG2-DVD settings at a minimum of 6MB/S bitrate.
- Highest Quality
- Highest Bit Depth
- Time Interpolation - Optical Flow
For some of the DVD's, the Audio is fine. For some others, there are sections of the dvd (about 30 seconds max.) where the audio slips slightly out of sync, then back in sync.
Any Ideas are greatly appreciated.

No reason to have Bit Depth checked, and I wonder if the Optical Flow is messing up the sync, no reason for that to be enabled at all. Use DEFAULTS and don't check OPTIONS unless you specifically understand what the benefits/consequences are. I see this all too often, issues that should not be issues at all, caused because the user assumed that checking every option box will somehow improve things.

Auch nach der Neuinstallation von Adobe Premier CS6 mit Encore CS6 bricht im Erstellen Modus die Transcodierung mit dem Hinweis Fehler beim Transcodieren.
Blu-Ray funktioniert, DVD nicht.

Not able to duplicate DVD
I have made DVD's using Premiere Pro CS6, Encode CS6, and duplicated them using a duplicator for a few years now. Recently I have not been able to duplicate my DVD's on the duplicator. The DVD plays fine on both Mac (Sierra) and Windows 10, however I am not able to make any copies using the duplicator. Recently each DVD I make starts to copy in the duplicator and as it reaches the end (around 85% or 90% complete) then it suddenly says "Bad Master" and terminates the process. I am at a loss to what is going on I have tried different DVD's and no luck. My setup has worked with no problems for a number of years until now. Anyone got an idea to what my problem could be?
